LONG BEACH : Doctor Gets Year in Jail for Hiring Unlicensed Personnel

A doctor was sentenced Monday to a year in county jail for hiring unlicensed personnel to provide medical services to patients at his Long Beach clinic in 1991 and 1992.

Dr. William W. Rose, who ran the Rose Family Medical Clinic at 2220 E. Anaheim Blvd. in Long Beach, pleaded guilty to a felony count of conspiracy to practice medicine without a license under a plea agreement with the attorney general’s office.

“Rose had two people on staff who were seeing patients,” said Deputy Atty. Gen. Malcolm Venolia, who prosecuted the case. “Our undercover people were able to get prescriptions without having to see a doctor.”

Long Beach Superior Court Judge William T. Garner sentenced Rose, 46, of Cerritos, to three years’ formal probation, with the specific terms of probation to include one year in county jail with a recommendation for work furlough, Venolia said.

Rose also was ordered to pay $50,000 in restitution to the Department of Health Services and promised to cooperate with future investigations, said Venolia, who works in the attorney general’s Bureau of Medi-Cal Fraud.
