SANTA FE SPRINGS : $2,000 Fee for Massage Parlors Considered

The City Council is considering a combination of zoning restrictions and hefty fees to discourage illegitimate massage parlors.

The proposal, which is scheduled for consideration at the council’s meeting Dec. 8, would require prospective massage parlor operators to pay $2,000 when applying for a business permit. The fees would pay for extensive background checks of the applicants, said Fred Latham, assistant city manager. Permits currently are free.

A proposed massage parlor would also have to be approved by the city’s planning commission and council before opening in a commercial business area, such as a shopping mall or office building.

City officials declared a moratorium on massage parlor applications in February after receiving a number of inquiries from people wanting to open them. The moratorium expires next month.
