The unincorporated community of North Tustin still retains a pastoral, sedate atmosphere that harkens back to the area’s quiet history of citrus farming.

Bordered by the cities of Tustin and Orange, North Tustin is characterized by winding, tree-lined streets and green rolling hills.

A move to incorporate was launched by residents in 1991, but their bid was denied in early 1992 by the Local Agency Formation Commission. LAFCO said the bedroom community of 25,000 people didn’t have the sales tax base to support cityhood.

In the past, some Tustin officials considered annexing North Tustin. But the current City Council has stayed away from the touchy issue.
