PUC Sets Date for Decision on Electric Deregulation: The California Public Utilities Commission has adopted a new schedule for restructuring the state’s electric utility industry, an attempt to lower power bills in the state. The PUC had earlier expected to settle on a new regulatory structure in 1994, with a competitive market for the largest power users to begin Jan. 1, 1996. But since last April, various plans have been debated in a lengthy series of commission hearings. The PUC now plans to issue a revised proposal on March 22, 1995, with final adoption in September. The commissioners left a start date undecided, but few observers now expect deregulation to begin by January, 1996.
