Big Park: A private property owner’s desire to contribute 80 acres of land toward a massive and controversial new San Diego County regional park by Dec. 31--in time to qualify for a tax write-off--comes under scrutiny this week. Landowner Perrin & American wants to donate land in the San Pasqual Valley area southeast of Escondido. The proposed San Dieguito Regional Park would stretch for 55 miles along the San Dieguito River from the Pacific Ocean at Del Mar eastward to Ramona. The issue comes before the San Dieguito River Valley Joint Powers Authority at 9:30 a.m. Tuesday at 1500 State St. in San Diego. The authority, formed in 1989 by six county governmental bodies with a mandate to create the regional park, has faced opposition from a group of landowners, Citizens for Private Property Rights. The landowners want their property eliminated from the area in which the JPA exercises condemnation powers.
