HOLD THESE TRUTHS: The Rams’ move from Anaheim to St. Louis appears to be down to final negotiations, with an announcement expected soon. But Thomas F. Eagleton, the former U.S. senator who heads the St. Louis negotiating group, FANS Inc., says that even though an agreement is “in the home stretch,” some contractual details remain. And there’s no shortage of details. . . . Eagleton says the pact between the Rams and FANS Inc. “will be a lot longer than the Declaration of Independence.”

JUST COME ON DOWN: Brea-Olinda Unified school board members recently sent a heated letter to their county supervisor, Gaddi H. Vasquez, asking for better communication from him about the county’s financial crisis. One official even called Vasquez “a phantom” on the subject. But no more. . . . At Vasquez’s request, district officials are meeting with him today at his office in Santa Ana. Says one official: “We needed to put him on the spot.”

HIGHER ART? Kristy Swanson has starred as a vampire slayer (“Buffy the Vampire Slayer”), a kidnap victim (“The Chase”) and a pilot (“Hot Shots”). Her latest character is certainly not typecasting, but it’s a little closer to home. . . . Swanson, who grew up in Mission Viejo, plays a young woman from Orange County off to college--and an education in multiculturalism--in John Singleton’s “Higher Learning” (F1). It opens today at 16 theaters in Orange County.

CAN YOU PASS THIS UP? Who buys an annual state park pass when it’s only good a few more months? Not many, the state parks people decided. But starting this month, the annual $75 decal--good for any of the state parks--works just like a car license. It’s good for 12 months from the date you buy it. . . . Says Rich Gililland, Orange County spokesman for the state parks: “We were not serving the public or ourselves. Once we got past July and August, our sales were next to zero.”
