Brandy, the 16-year-old R&B; singer from Carson, has done something few artists--veterans or otherwise--have done: enter the Times’ Southern California pop singles chart at No. 1. Her “Baby” stormed past the competition into the top spot in its first week. It’s also No. 1 on the national pop singles chart.
