BOND TICKER : Councilman Norby Will Face Vasquez

Citing a need for “new leadership” in the wake of the county bankruptcy, Fullerton City Councilman Chris Norby announced plans Thursday to challenge Board of Supervisors Chairman Gaddi H. Vasquez when his term expires in March, 1996.

“I don’t know that those who got us into this situation can get us out of it,” said Norby, 45, who has served on the Fullerton council since 1984. “I think the job of the supervisors is to supervise, and I don’t know if they’ve been doing that. It’s a lot of money to lose--$1.7 billion.”

Norby unveiled a 10-point crisis recovery plan that proposes paying all participants in the failed county pool 100% of their investments without raising taxes. “The key is selling assets and restructuring the county right away,” he said.
