Summer discounts on car rentals in 26 European countries are available from the Kemwel Group of Harrison, N.Y. Bookings must be made by March 31 for travel from April 1 through March 31, 1996. “SuperSaver Plus” rates start at $27 a day for a two-door mini-compact that is suitable for two people with limited luggage. A vehicle suitable for four people starts at $42 a day. During the summer, rental rates for four-passenger cars usually start at $60 per day. Prices include unlimited mileage, value added tax and collision damage waiver; theft waivers or additional driver fees, when applicable, are extra. Minimum rental period is three days. Prices also include a Kemwel Calling Card, which allows travelers to place up to $25 worth of telephone calls from Europe to the United States.
