LOS ANGELES : Measure on LAPD Rules Added to June Ballot

The Los Angeles City Council agreed Tuesday to place a charter amendment on the June ballot that would codify changes in the Police Department’s disciplinary process.
The ballot measure, drafted partially in talks with the police union, also would change some vague, outmoded and redundant provisions.
Negotiators agreed that officers who are relieved of duty after being accused of misconduct will continue to be paid for 30 days, pending a disciplinary hearing.
“Very often, it takes a long time, many months, to adjudicate sometimes very small infractions, (for which) officers, if found guilty, are suspended two or three days,” Councilwoman Jackie Goldberg said. “Meantime, they live without salary, many times for many months.”
Among other things, the initiative would institutionalize the chief’s authority to order demotions and suspensions of officers who refuse to appear before a board of rights, and his right to reinstate accused officers before a hearing.
