The City Council has unanimously approved a commercial shopping center that will be city’s largest.

The 600,000-square-foot, Spanish-themed center is planned for a hilly inland area of the city near Avenida Pico. The center, known as Plaza Pacifica, will include a 12-screen movie theater, a food plaza, medical offices, several other major tenants and a gas station.

The project also includes 145 single-family homes.

The council voted 4 to 0 on Wednesday to move forward with the project. Councilman Patrick M. Ahle was absent.

“This is a giant step toward bringing economic viability to San Clemente, something we have been working at for a long time,” Councilamn Steve Apodaca said.

Sixty-six of the project’s 142 acres will be taken up by open space and streets.

As part of the project, the builder, Costa Mesa-based Ramser Development Co., must construct a new road, a bike trail and other infrastructure.
