A Downey man who police were on their way to subdue when they got in a fatal traffic accident in San Pedro was charged Wednesday with beating his girlfriend and resisting arrest.

Two Los Angeles police officers were rushing to Cabrillo Beach to provide backup for the skirmish allegedly involving Edgar Delgado when they broadsided a pickup truck Monday night, killing three children.

Los Angeles Police Chief Willie L. Williams ordered an investigation into the 8:20 p.m. crash, to determine whether the driver of the patrol car was violating police procedure at the time of the accident.

Delgado, 21, remained in custody in lieu of $50,000 bail.

Police responding to reports of a man beating a woman and forcing her into a car came upon Delgado and his bloodied girlfriend near the Cabrillo Beach pier, officials said.

Those officers, who told the woman to get out of the couple’s station wagon and began interviewing her, called for backup after Delgado allegedly defied orders to stay inside the vehicle.

Delgado then allegedly attacked the officers, who unsuccessfully tried to use pepper spray to subdue him.
