ENGLAND SWINGS: Elvis Costello has turned impresario. The singer-songwriter is organizing an eclectic music festival, called “Meltdown 1995,” that will feature classical, jazz and folk music. The event is set to run from June 23 through July 1 at London’s South Bank Centre, an arts complex that rarely presents contemporary music.

Costello himself will make four guest appearances in the festival, including one with folk singer June Tabor and another with the New York group the Jazz Passengers, which will also be joined by regular collaborator Deborah Harry. But the focus is on other performers, from young folk-rocker Jeff Buckley to the London Philharmonic Orchestra. Also in the lineup are the Brodsky Quartet (the classical outfit that teamed with Costello on the “Juliet Letters” album) and a solo piano recital by Steve Nieve of Costello’s band the Attractions.

Oasis is set to follow up its acclaimed 1994 debut album with an EP of new material, due in England next month. The four songs range from the outright punk-rocker “Headshrinker” to singer Noel Gallagher’s solo acoustic “Talk Tonight.”
