Bryan Harvey, the Florida Marlins’ $4.5-million closer, will be sidelined the rest of the season because of a torn ligament in his pitching elbow that requires reconstructive surgery. Harvey underwent an elbow operation while with the Angels in August 1992. He now needs a procedure similar to the one that saved pitcher Tommy John’s career in 1974. . . . Texas Ranger Manager Johnny Oates returned from a leave of absence. Oates left the club April 14 during spring training to be with his wife, Gloria, who was ill. . . . The St. Louis Cardinals placed relief pitcher Rich Rodriguez on the 15-day disabled list because of inflammation in his left shoulder and recalled right-hander John Frascatore from triple-A Louisville.
