WESTLAKE : 2 Owners of Apartments Accused of Slum Violations

Two men were charged Thursday with slum violations at the Westlake District apartments they own, in the third complaint filed in connection with the building in as many years.

Faren Hom, 34, and David A. Sullivan, 36, are accused of violating fire, health, and building-and-safety codes at their 18-unit Coronado Street building.

Hom of Brentwood and Sullivan of Marina del Rey are scheduled for arraignment May 31 in Los Angeles Municipal Court, city attorney’s spokesman Mike Qualls said.

They were charged in connection with inspections done March 3 and April 3 by the Los Angeles city attorney’s slum housing task force, Qualls said. Inspectors allegedly found cockroach infestation, lack of rodent proofing and damaged windows, doors and smoke detectors.

The two-story building also allegedly was littered with garbage and had uncapped natural gas lines, faulty plumbing and deteriorated bathtubs.

Los Angeles City Atty. James K. Hahn said the property was the subject of a slum prosecution last year. Then-owner Leighton F. Hom of West Hills pleaded no contest Dec. 12 to several charges and was fined thousands of dollars, Hahn said.
