A summary of recent City Hall actions affecting central Los Angeles.

CITY COUNCIL

* HOWARD STERN CONDEMNED: Approved a motion condemning Howard Stern for comments he and his cohorts made about Mexican American singer Selena, who was shot and killed April 3 in Corpus Christi, Texas. On Stern’s nationally syndicated radio show, he talked disparagingly about her music, stating that “Alvin and the Chipmunks had more soul then her.” Also, while playing one of her songs, a sideman, Fred Norris, played gunshot sound effects. Councilman Richard Alatorre, author of the council motion, said, “I believe in freedom of speech, but he doesn’t have the right to insult an entire community.” Agreed Councilwoman Jackie Goldberg: “He has the right to be as obnoxious as he wants. He has a right to speak and we have a right, an obligation, to condemn his speech.”

* HIT-AND-RUN DEATH: Approved offering a $25,000 reward for information leading to the arrest and conviction of the person responsible for the death of a 7-year-old boy in south Los Angeles. Dennis Diaz was crossing Ascot Avenue at 49th Street when a speeding car hit him. The white, mid-sized American car, which had been racing another car, did not stop. * BLOCK PARTY--Approved the temporary closure of 75th Street between Airport Boulevard and 6606 W. 75th St. from 4 to 10 p.m. June 17 for a block party to celebrate the 40th birthday of resident Fay Woo. About 150 well-wishers are expected to celebrate with Woo, who was diagnosed with a terminal disease at age 2 and was not expected to live beyond her teens.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * RED LINE STATION ENHANCEMENTS: Approved the use of $622,000 in Proposition C transit funds for the design and construction of enhancements to the two Metro Red Line stations on Hill Street. Improvements to the five entrances at the Pershing Square station and the Civic Center station, at 1st Street, will include landscaping and bus-stop shelters. Passed 12-0. Voting yes: Alatorre, Goldberg, Nate Holden, Mark Ridley-Thomas, Rudy Svorinich Jr., Rita Walters.

PUBLIC WORKS COMMITTEE

* PRIVATE AMBULANCES: Approved a plan by the Board of Fire Commissioners to use private ambulances for incidents that are not life-threatening. If approved by the council, the Fire Department will start accepting bids from private ambulance companies for the contract, which will involve up to 85,000 calls a year. Officials said this would reduce the number of calls Fire Department ambulances respond to by one-third. First-year savings are expected to reach $6.3 million, mostly through elimination of 78 firefighter positions.
