Countywide : Planners OK 2 New Firms, With Strings

The County Planning Commission on Wednesday approved construction of an E-Z Lube business and a drive-through car wash at Moulton Parkway and El Toro Road--but with a long string of conditions to address Leisure World residents’ concerns.

Noise from the new businesses must not disturb horses at a nearby equestrian center, the commission stipulated. There must be adequate parking, and the height of the buildings must not interfere with aircraft from nearby El Toro Marine Corps Air Station.

Before construction could begin, however, the Board of Supervisors would have to change the zoning at the proposed sites, now classified as open space, to highway commercial use.

Leisure World residents also requested that a six-foot wall be built to separate the car wash from the retirement community and that barbed wire be placed at the top to prevent trespassing on a nearby golf course.

A representative for the developer of the projects said company officials will negotiate with residents to try to address their concerns.
