A summary of selected City Hall actions last week that affect central Los Angeles. : CITY COUNCIL

COUNTY-USC MEDICAL CENTER: Unanimously approved a resolution requesting that the Los Angeles County Board of Supervisors reject any proposal to close County-USC Medical Center. Last week supervisors provoked a storm of protest when they announced that they were considering closing the medical center to help reduce a $1.2-billion budget deficit. The hospital, the biggest and busiest in the nation, treats a third of the trauma cases in the county. Councilwoman Jackie Goldberg said the medical center is “an integral part of the fabric of our society. I find it difficult to believe the Board of Supervisors is even contemplating its closure.”

* GARMENT DISTRICT: Approved the establishment of a business improvement district for the garment district that would assess property owners an annual fee in return for landscaping improvements, increased security and a marketing campaign to bring more business to the area. The assessment rates, based on the size of the buildings, will vary from $1,200 to $10,000 a year. Abe Winter, who owns a heating and air conditioning store in the 1500 block of South Maple Avenue, spoke out against the special district, saying he doesn’t expect to benefit from the $6,000 he will pay in taxes. The district needs the approval of only 51% of the businesses in the area, and nearly 60% have already OKd it. It will be the third such district in the city, following one on Broadway and one in Westwood Village.

* REWARD OFFERED: Approved a $25,000 reward for information leading to the arrest and conviction of those responsible for the slaying of 47-year-old Santiago Ponce at a Downtown snack shop. Ponce, a maintenance man and unarmed security guard at 1240 S. Main St., confronted three men who were robbing the snack shop at 11:15 a.m. May 27. * LOTUS FESTIVAL: Approved temporary closure of the streets surrounding Echo Park from 6 a.m. to 9 p.m. July 8-9 for the 18th annual Lotus Festival. The festival, which highlights the cultural contributions of the Asian and Pacific Island communities, will feature music, art contests, food booths, a flower show and a dragon-boat race in Echo Park Lake. About 100,000 people are expected to attend.

* MULHOLLAND CLOSURE: Approved a request by the Santa Monica Conservancy to close a six-mile unimproved stretch of Mulholland Drive during the evening to prevent criminal activity, such as illegal dumping and car stripping. Also, the dirt road, from Encino Hills Drive to Santa Maria Road, will be closed when the National Weather Service predicts an 80% chance of half an inch of rainfall in 12 hours in the city, and during the fire seasons when the Los Angeles Fire Department’s Brush Burning Index reaches 81 or more.
