Americans prefer President Clinton’s federal budget proposal to the Republican plan, but the highest percentage of those asked don’t like either one, according to a poll by Time magazine and CNN released Sunday.

Of 1,000 Americans polled Wednesday and Thursday, 39% said they did not like either plan. Thirty-seven percent backed Clinton’s plan and 19% preferred the Republican plan.

Seventy-one percent said the Republican plan would help the wealthy and 57% said it would hurt the middle class.

The plan Clinton offered June 13 would make fewer cuts and balance the budget in 10 years, compared with seven years and $898 billion in spending cuts in the Republican plan.

The poll was conducted by Yankelovich Partners and had a margin of error of three percentage points.
