A proposal that would require “blinders” on news racks used to distribute explicitly sexual publications is on hold for a month while the City Council member who proposed it irons out the details.

Councilman Tony Ingegneri wants the law to limit display of sexually explicit materials that include photographs of genitalia or sex acts.

He said he also wants to accommodate newspapers and other general-interest publications that use similar racks for their products.

Working out a permit and fee system is causing the delay, he said. He and City Attorney John Shaw are working on a system that would allow a publisher to buy one permit to operate in the city and then get licenses for individual locations without paying additional fees.
