Compromise Energy Deregulation Plan Delayed: The California Public Utilities Commission, which is having hearings into the restructuring of the state’s electric utility industry, may have to wait a bit longer to view details of a compromise proposal being hammered out by Southern California Edison Co. and a coalition of large customers and power generators, with the blessing of Gov. Pete Wilson. The compromise, which was supposed to be presented at the PUC meeting in San Francisco on Friday, will not be submitted until the Sept. 13 meeting, PUC President Daniel Fessler said.
