Oakland Raider quarterback Jeff Hostetler will not require surgery for his ailing left shoulder, and he might be able to play Monday night against the Chargers in San Diego.

In another step toward completing the Houston Oilers’ move to Nashville, the city’s Metro Council approved the agreement between the mayor and the team. The 28-9 vote extends to March the exclusive negotiating agreement between the city and the Oilers, which would have expired Saturday.

Brown owner Art Modell testified that his team would be harmed irreparably if forced to stay in Cleveland.

Modell spoke at a hearing on the city’s lawsuit seeking a court order to hold the team to its Cleveland lease, which expires in 1998. Modell said Nov. 6 he plans to move the team to Baltimore for next season.

“If we stay as a Cleveland team, I would expect a precipitous drop in ticket business, in season-ticket renewals and a complete cancellation of broadcast revenues,” Modell said. “It would be a very serious financial blow and probably affect its very viability as a team.”

Johnnie Barnes of the Pittsburgh Steelers says a police officer held a gun to his head and forced him to kneel during a highway traffic stop last week. Barnes filed a complaint with the Pittsburgh police department. . . . The Jacksonville Jaguars re-signed quarterback Brad Goebel, seeking to bolster the position after starter Mark Brunell tore his right hamstring. . . . Dolphin cornerback Troy Vincent has a stiff neck, and his status for Sunday’s game at Indianapolis is questionable.
