Powering Up: After postponing its long-awaited decision on the restructuring of the electricity industry two weeks ago, the California Public Utilities Commission will meet again Wednesday in San Francisco, ostensibly to issue its recommendations. The decision is expected to contain details of the commission’s thoughts on the future shape of the electric power industry and on how to manage the transition from a regulated system to a market-based system. The decision will be watched around the country by regulators interested in deregulating their own power systems, as well as by utilities here and around the United States that have much to gain and much to lose.
