Spotlight on achievers : CYPRESS : Lillian Haina Named New City Clerk
Lillian Haina, deputy city clerk for the past 25 years, has been promoted to city clerk.
The City Council earlier this month unanimously endorsed City Manager Darrell Essex’s recommendation that Haina take over the clerk’s job, effective immediately. Up to then, Essex had been serving as both city manager and city clerk.
In a memo to the council, the city staff noted that Essex is close to retirement.
“Since he will be retiring at the end of June of 1996 and new job specifications are being developed,” the memo stated, “it is appropriate at this time to appoint Lillian Haina to the position of city clerk.”
Essex said at the council meeting that Haina’s appointment “should be done before selection of my replacement [as city manager].”
Noting her long service as deputy city clerk, Essex said that Haina is well qualified to assume the overall responsibility.
