Saying he wants to “pursue personal goals and to have time to spend with my family,” City Manager Stephen B. Julian announced Tuesday that he will resign in July.

In a letter to the City Council, the 54-year-old Julian said his decision was not influenced by recent political turmoil, including the campaign to recall Mayor Karen Lloreda and Councilman Harold R. Kaufman.

“While I believe the recall activities currently underway are unfortunate, divisive and unwarranted, my decision is unrelated to this event,” Julian said. “It comes from a calling from within that it is time to move on to other things.”

Julian, who has been with the city since August 1993, said he will be dedicating more time to his San Juan Capistrano consulting firm, the Julian Co., as well as to “chasing a rainbow or two.”

Julian said he gave the city six months’ notice to allow adequate time to recruit his successor.
