Britain won an agreement from Beijing that non-Chinese residents will be allowed to stay in Hong Kong after its 1997 hand-over. Diplomats said Chinese officials taking part in meetings between visiting British Foreign Secretary Malcolm Rifkind and Chinese Foreign Minister Qian Qichen in Beijing seemed eager to iron out problems that have been hampering progress on the hand-over of the British territory. There are 18 months left before China resumes sovereignty, and public confidence in the move seems to be ebbing.
