City Moves to Disown Falling Wall

Moving ahead with a boundary change approved late last year, the City Council agreed this week to pay $13,500 to exclude the crumbling Rossmoor Wall from Los Alamitos’ city limits.

The council has hired Sara F. Anderson, former executive director of the government agency that approves such adjustments, to prepare the paperwork and negotiate with the county to move the city’s boundaries 18 inches to the east.

The city will pay $7,500 to Anderson for consulting on the project and $6,500 to the Local Agency Formation Commission for processing the application.

The 5-foot-tall brick wall, which touches parts of Los Alamitos, Rossmoor and Seal Beach, needs about $100,000 worth of repairs, having been damaged by the Landers and Northridge earthquakes.

None of the three communities has taken responsibility for repairs. Because the wall was built by Rossmoor developer Ross Cortese in 1959 to surround the subdivision, Los Alamitos officials say that the wall’s maintenance should fall to Rossmoor residents.

In other action at its meeting Monday, Los Alamitos’ council also passed a resolution urging residents to vote against Measure S, an initiative on the March 26 ballot that would halt conversion of El Toro Marine Corps Air Station into a civilian airport.
