Council Approves 4th St. Improvements Totaling $3.2 Million

Decorative street lights and new sidewalks are among the $3.2 million worth of improvements the City Council has approved for 4th Street, one of the city’s main gateways.

Once completed, the construction is expected to boost the city’s image, improve business and help beautify surrounding neighborhoods. According to a staff report, “The existing pavement has deteriorated and is in need of major repair.”

The improvements cover the mainstays of public works: reconstructing the pavement, curbs, gutters and sidewalks, and new storm drains along a 16-block stretch from French Street to the Santa Ana Freeway.

In addition to street construction, the city will install decorative light poles from French Street to Grand Avenue, an 11-block area. With funds from Southern California Edison--included in the $3.2-million price--the city also will place utility wires underground along the full 16 blocks.

Council members expressed an interest in spending about another $500,000 for more decorative lighting and street medians, but said they will weigh those improvements against beautification projects in other parts of the city. They said they will consider those options at a future study session.

The council voted 7 to 0 Tuesday for the new improvements and expressed satisfaction with the plans.

“Fourth Street deserves to look better,” Councilman Robert L. Richardson said, and added, “It’s going to look better.”
