* WSPA Associates has elected Merrill Jacobs of Ojai and Steven Kirby of Summerland to serve on its 1996 board of directors.

WSPA Associates was formed to support the Western States Petroleum Assn., an oil industry organization serving California, Arizona, Hawaii, Nevada, Oregon and Washington.
