Dowers Appointed Chief Executive at Capital Pacific Holdings

* Dale Dowers has been named chief executive of Capital Pacific Holdings Inc., a Newport Beach home builder. He succeeds Hadi Makarechian, who will retain his position as chairman. Dowers has been chief operating officer since 1992 and president since 1993.

* Jack Elgin has joined Unocal Corp.’s 76 Products Co. in Costa Mesa as vice president, finance. Before joining the company, he was senior vice president and chief financial officer for Thrifty Oil Co. and executive vice president of its subsidiary, Golden West Refining Co. in Los Angeles. 76 Products Co. has approximately 1,200 Unocal 76 service stations throughout the West and operates three California refineries.

* David P. Noyes has been appointed president, chief financial officer and director of California Software Products Inc. in Santa Ana. Noyes, a certified public accountant, has 22 years of management experience. Ron P. Peeters has been named vice president, sales and marketing. He was previously with IBM Greater China/Asia Pacific.

* Nicholas Brox has been named executive vice president of sales and operations for New Dimension Software in Irvine. Brox, who had been vice president of sales, will be responsible for the North American sales organization, as well as finance, customer services and administration at headquarters. Also, Darroll Buytenhuys has been named executive vice president of marketing. Buytenhuys will also continue in his role as area vice president of the eastern and federal sales regions.

* Mark Green has joined Bullet Sports International Inc., a Santa Ana manufacturer of golf equipment and accessories, as chief operating officer. He was previously a partner in the law firm of Irmas Simke Green Lasher & Hecht in Los Angeles.

* John Street has been named senior vice president and branch administrator for Liberty National Bank in Huntington Beach. He will be responsible for administration of operational functions and the consumer lending department. Before joining Liberty last September, Street was a bank examiner for the office of the comptroller of the economy. In addition, Angela Filochowski has been appointed vice president and operations support manager. Prior to joining the bank in August, she was an operations officer at Commerce Bank.

* Julien Carralero has been appointed executive assistant manager, rooms division, for the Ritz-Carlton hotel in Dana Point. He was previously director of food and beverage. Carralero has also worked at Ritz-Carlton hotels in Mauna Lani, Pentagon City, Buckhead in Atlanta and Hotel Arts in Barcelona.

* Marianne Browne has been named vice president of sales and marketing for the Irvine-based division of John Laing Homes. Browne previously held similar positions at Inco Homes in Upland and Forecast Homes in Rancho Cucamonga.

* John Buckley has joined ProSoft Development Inc. in Buena Park as chief technology officer. He will oversee expansion of ProSoft Internet Training and Resource Centers throughout the country. Buckley was formerly vice president of business development for Gestalt Systems Inc.

* Bob Metcalf has been appointed director, solder mask systems for Morton Electronic Materials, a Tustin supplier of chemicals and equipment to the printed circuit and photochemical machining industries. He had been manager. Metcalf joined the company in 1989 as end-user technical representative.

* Ted Emmons has joined Bank of Commerce’s construction loan department in Orange as a business development officer. He was previously an account executive for Trade Temps Inc.

* John F. Glade has joined the board of directors of Alpha Microsystems in Santa Ana. He succeeds Harry L. Hathaway, who resigned, the company said, to devote more time to his job as managing partner of the law firm of Fulbright & Jaworski. Glade is vice president of engineering and manufacturing, and secretary of Alpha Micro. He was previously on the board from 1979 to 1994.

* Thomas C. Stickel has been appointed chairman of Onyx Acceptance Corp., an Irvine automobile financing company. He succeeds Brian MacInnis, who will remain chief executive. Stickel, who has been a member of the board since April 1995, is also chairman and founder of American Partners Capital Group, a privately owned company specializing in pension fund investment, design and development.

* Toni Alexander has been appointed chairman for the Urban Land Institute Community Development Council. She is president of InterCommunications Inc., a Newport Beach marketing communications firm. The Urban Land Institute is a professional organization based in Washington, D.C.

* Susana Wang is the new sales manager for Irvine-based Catellus Residential Group’s Ridgemoor Crest neighborhood in Rowland Heights. Wang was previously a new-home sales manager with Shea Homes and a sales manager with Meeker Land & Development.

* Robert G. Deuster has been named president and chief executive of Newport Corp., an Irvine manufacturer of equipment for developing and applying technology involving lasers and optics. He succeeds Richard E. Schmidt, who is retiring from the positions as part of a planned management succession but will remain as chairman. Deuster was formerly senior vice president of the distributed products group of Applied Power Inc.

* Keiko Simkin has been appointed corporate relations officer for Marine National Bank in Irvine. She has responsibility for marketing and business relationships. Simkin joined Marine National in 1987 and most recently was assistant operations officer.

* Richard E. Miller has been named executive vice president of DVI Inc. and president of DVI Financial Services Inc., its equipment financing subsidiary. He will be based in the West Coast office in Newport Beach. Miller, who joined DVI in 1994, had been senior vice president of the equipment finance group. Before that, he was vice president of sales for Toshiba America Medical Systems.

* Linda G. Zimmer has been appointed vice president at Electronic Media Communications in Newport Beach. She will be responsible for overseeing the operation of a new division that develops and promotes World Wide Web sites and links, implements online marketing and publicity programs, and creates marketing and advertising messages for CD-ROM and other interactive distribution channels. Zimmer pre viously ran two information systems firms, Telegraph Landing and Systems Resolution Group, both in Anaheim. Wendy Yellin and Sean McGill have joined the company as account directors. Bother were formerly account executives at Business Wire. Heather Baclawski has been named account manager. She joins the company from Medialink in New York, where she was an account executive. Also, Lisa Goldstein was appointed producer. She had been a segment producer at the Orange County Newschannel.

* James Clark has been named general manager of the continuous emissions monitoring business unit of KVB/Analect, a subsidiary of Air and Water Technologies. He was formerly vice president of operations. Before that, Clark was controller at Topanga Unlimited Inc.

* Jonathan Victor has been elected to the board of directors of Bet Tzedek, the House of Justice, which provides free legal assistance to low-income, elderly and disabled residents of Los Angeles County. He is senior vice president of the Irvine Co. in charge of corporate finance.

* Ken Lally has been named senior vice president of worldwide field operations for Platinum Software Corp. in Irvine. He was previously vice president, Spectrum Services for North America at Cadence Design Systems. Prior to joining Cadence, Lally spent 10 years with Prime Computer and 13 years with Honeywell Information Systems.

* Craig D. Collette, former chief executive officer and director of Landmark Bank and Landmark Bancorp in La Habra, has been appointed president and chief operating officer of TransWorld Bank, with headquarters in Sherman Oaks. He succeeds David H. Hender, who will remain on as vice chairman and chief executive of TransWorld Bank and TransWorld Bancorp until his retirement in 1997. Landmark Bank was recently acquired by California State Bank.
