$15 Million in Storm Funds to Help Plug Budget Deficit
The Los Angeles City Council on Wednesday voted 9 to 4 to transfer about $15 million in storm water pollution abatement funds to plug the deficit in the current year’s budget, and called on Mayor Richard Riordan to present a comprehensive plan for financing the cleanup of Santa Monica Bay before Sept. 1.
Riordan proposed moving the storm water money to pay for street sweeping. While there is a surplus of storm water funds--which come from a special fee assessed as part of property taxes--using that money now will probably lead to an increase in the storm water fee in 1997-98, analysts said.
Council members Marvin Braude, Jackie Goldberg, Ruth Galanter and Nate Holden voted against the transfer, raising concerns about spending money earmarked for one purpose on something different.
