Toll Road Agency Tries to Recover Funds

For the second time in recent weeks, the San Joaquin Hills toll road agency is taking legal action against a water agency to recover money spent to relocate pipelines in the path of the road.

On Wednesday, the San Joaquin Hills Transportation Corridor Agency filed a complaint in Orange County Superior Court, asking for the return of $290,170 advanced to the San Juan Basin Authority in 1994.

The funds were to be used to replace and relocate water and sewer lines along the toll road in the Capistrano Valley. The road is scheduled to open between San Juan Capistrano and Aliso Viejo next month.

The San Juan Basin Authority is a joint-powers agency made up of the Trabuco Canyon, Moulton Niguel, Santa Margarita and Capistrano Valley water districts.

The toll road agency recently took action against the Moulton Niguel Water District over money advanced to relocate utility lines.
