The first tropical depression of the 1996 Atlantic hurricane season formed off the coast of Florida. The storm had maximum winds of about 35 mph and was expected to send rain over parts of the Southeast, National Hurricane Center forecasters said. Residents of South Carolina and Georgia were advised to monitor the storm’s progress. A tropical depression is the first official stage in the development of a hurricane. Depressions gain hurricane status when winds hit 74 mph.
