Japan-U.S. Air Dispute Widens: The conflict over aircraft landing rights has forced Japan Airlines to resort to charter flights to get passengers to Hawaii. The firm said it had won U.S. permission to operate service from Hiroshima to Honolulu on a charter flight basis for the time being because of the stalemate in the talks. Under such a system, the airline could still use its own aircraft with merely the designation of the flight changed. The airline discussions came to a halt late last month with no progress and no date set for further talks. The dispute is over a 1952 aviation pact that Japan says unfairly favors U.S. carriers. The U.S. has said it does not want to allow any erosion of existing rights. The deadlock has created problems for airlines, delaying the granting of new routes.
