First-term Santa Ana Councilwoman Lisa Mills confirmed this week that she will not seek reelection.

Nomination papers for the November Santa Ana City Council election became available Monday. Of the four incumbents up for reelection, only Mills has not taken out papers.

Mills, 39, is an assistant chief executive officer for the Orange County Transportation Authority.

Mills endorsed property manager Brett Franklin for her seat. “It’s time for a new individual with new ideas and new energy,” she said.

Mills listed her proudest accomplishment as backing the Artists Village in downtown Santa Ana.

According to the City Clerk’s office, at least three candidates from Ward 3, including Franklin, had taken out papers as of Wednesday afternoon.

The deadline for returning papers is Aug. 9 unless the incumbent doesn’t file, in which case it is extended to Aug. 14.
