Ian L. White-Thomson, president and chief executive of U.S. Borax Inc. in Valencia, has been given the additional title of chairman.

White-Thomson, 60, joined the company in 1960.

U.S. Borax is the world’s leading producer of borax and other refined borate products used in goods ranging from fiberglass to detergents. It is owned by the RTZ-CRA Group, a giant mining concern formed by the merger last December of London-based RTZ and CRA of Melbourne, Australia.

Litton Industries Inc. has appointed Timothy O. Westover president of its Litton Systems Canada Ltd. unit in Ontario.

Westover replaces Thomas J. McGuigan, who resigned.

Westover joined Litton in 1990 after retiring as a colonel in the U.S. Air Force. Litton Systems Canada is a maker of navigation, radar and flight-inspection systems.

Litton Industries, headquartered in Woodland Hills, is a major defense contractor.

* Stephen D. Woodworth, president of Channel Islands Equities, has been elected to the board of directors for the Greater Oxnard Economic Development Corp. Established in 1994, the corporation works to stimulate the economic vitality of the Oxnard area through the growth and retention of local businesses and by attracting new companies.

Woodworth established Channel Islands Equities in 1988. It is a private investment banking firm in Oxnard that serves emerging growth companies.
