Consultant Hired for Youth Task Force

The City Council has approved a $10,000, one-year contract with a consultant who will advise the new Community Youth Task Force.

The agreement calls for David Hartl, president of General Learning Climates Inc. of Tustin, to work with elected officials, city staff and residents who volunteer for the youth advisory group.

The task force is being organized this summer to plan the gang-prevention and other youth programs that are among the city’s goals for fiscal 1996-97.

Ron Kenny, city director of recreation and community services, told the council that Hartl designed the 1994 Orange County Gang Summit and has served as a consultant “to many California police departments and local governments.”

Hartl submitted a written proposal that outlines a yearlong plan of action, including community meetings and leadership sessions. It aims to motivate youth toward positive goals, he said, by developing “character, self-sufficiency and responsibility.”

Former councilman Keith Nelson questioned whether the current city budget specifies all costs of the new youth program. Councilwoman Charlene Hatakeyama responded that money for the task force will come from the Recreation Department’s budget.
