City Wants Relief From Wall-Repair Job

Seal Beach officials plan to request an official ruling declaring that the city is not responsible for repairing the deteriorating Rossmoor Wall.

Following a similar request by Los Alamitos officials, the Seal Beach City Council voted Monday night to begin proceedings through the Local Agency Formation Commission at a cost of about $7,000.

The LAFCO ruling would adjust existing boundary lines and remove Seal Beach from the area where the wall meanders into the city.

The Rossmoor Wall, which surrounds the unincorporated community and separates it from Los Alamitos and Seal Beach, crosses the Seal Beach city limits by inches. The city has made it clear that it has no intention of paying for repairs to the red brick wall.

The Rossmoor Community Services District and the Rossmoor Homeowner’s Assn. have launched a ballot measure for November which will create an assessment for repair and maintenance of the wall.

Seal Beach City Manager Keith Till said it is likely the election will be held before LAFCO rules on the detachment request, but said it is in the city’s best interest to “get it in the works.”
