Council to Look at Parking Issue in Kaleidoscope Project

As construction starts on a 200,000-square-foot entertainment mall, the City Council will meet today to settle parking and access issues connected with the so-called Kaleidoscope project.

The city became partners last year with the developer, Pacific Development Partners Inc., investing $2 million to build the mall, which is to include specialty shops and entertainment such as a theater complex and a community concert venue.

“We’re looking to create a place where people will come and spend a lot of time . . . and gather in an atmosphere like a town square,” said Mark Berger, a partner in Beverly Hills-based PCP.

When the company needed to stabilize a slope belonging to a neighboring shopping center, officials asked the city to negotiate compensation with the owner, Business Properties.

City officials have considered giving the Business Properties rights to 77 parking spots that could be used by both the shopping center and Kaleidoscope developers.

Also under negotiation are access rights between the two centers. The City Council will meet at 10 a.m. to discuss those issues.

Bulldozers have begun grading the Kaleidoscope property at Crown Valley Parkway and Interstate 5. The mall is expected to open in spring 1998.

City officials have said they expect the complex to generate between $250,000 and $400,000 a year in sales tax revenue.
