Angered that city officials have no say in where small residential health-care facilities can locate, the City Council is urging state legislators to allow municipalities to regulate them.

“I’ve had lots of calls from people who live near these homes,” Councilwoman Margie L. Rice said. “Most of the time, I don’t even know they’re there.”

The council this week unanimously passed a resolution requesting that the state grant local control over homes for six or fewer patients, including those for senior citizens, recovering drug and alcohol addicts, and AIDS patients. Members said they plan to lobby their state representatives on the issue and hope to win the support of other cities.

Councilwoman Charmayne S. Bohman said that cities and residents are not notified when a health-care home is licensed.

“The purpose is not to say they shouldn’t be here,” Bohman said. “But when they come in, the city isn’t apprised.”
