A special Oakland City Council meeting has been scheduled for today over concerns about the financial consequences of the deal that brought the Raiders back to the city.

The return deal hinges on persuading fans to buy personal seat licenses, upfront money that then guarantees the holder the right to buy season tickets. The license money is intended to pay for the $198-million bond deal financing the return to a refurbished Oakland Coliseum.

However, officials are about 9,000 PSLs short of breaking even, prompting concerns that tax dollars might have to be tapped.
