Cypress Day Curfew Law May Be Quickly Lifted

A divided City Council on Tuesday night gave final approval to a controversial daytime curfew, but the measure is not likely to survive beyond a month, according to council opponents.

Councilman Tom Carroll said that he will move for repeal of the ordinance as soon as a new councilman, Tim Keenan, is seated. Keenan reaffirmed Tuesday night that he will vote to overturn it.

Keenan and another newly elected council member, Anna Piercy, are scheduled to be installed Nov. 25, if the county’s vote certification has been completed. Piercy has said she favors the curfew.

Voting for the curfew ordinance on Tuesday night were Mayor Walter K. Bowman, and Councilwomen Cecilia L. Age and Gail H. Kerry. Opposed were Carroll and Councilwoman Mary Ann Jones. Age and Kerry did not run for reelection, and Tuesday night was their final session.

Jones said the move to repeal will also include a motion that the curfew not be enforced until the repeal ordinance is effective. The curfew ordinance, by law, will become effective Dec. 13.

The curfew allows city police to detain and cite juveniles if they do not have a valid excuse for being absent from school. The fine is not to exceed $25.
