Longtime City Councilman Frank G. Fry has been chosen as the city’s new mayor, and newly elected council members Joy L. Neugebauer and Margaret Shillington have been sworn in.

In a speech to his colleagues and a packed council chambers last week, Fry emphasized teamwork as the focus of his initial plans for office. He said he will host frequent, informal meetings of the council to set goals and will establish several new citizens panels.

The committees, Fry said, will include one to explore the eventual phase-out of the city’s utility users tax; one to study a new sign ordinance; one to boost Little Saigon as a tourist attraction; and an economic committee and a police commission.

“Walking the precincts during this election, I saw how much the citizens have to offer,” Fry said. “We need to tap into that.”

The city also honored outgoing Mayor Charles V. Smith, who won a seat on the county Board of Supervisors, and outgoing Councilwoman Charmayne S. Bohman.
