Man Sentenced, Fined For Illegal Dumping

A Castaic man pleaded no contest Thursday to illegally dumping asphalt pavement in a flood-control basin in the northwest San Fernando Valley, according to authorities.

Bernardino Bugarin, 35, was sentenced to 25 days on a Caltrans work crew and ordered to pay $1,450 in fines after pleading to one count each of dumping of asphalt where it could pass into state waters and dumping noncombustible rubbish, said Mike Qualls, a spokesman for the Los Angeles city attorney’s office.

Judge Kenneth Chotiner of the Los Angeles Municipal Court also placed Bugarin on two years probation.

Los Angeles Police Department officers were tipped off to the dumping by an area resident as it was taking place in Limekiln Canyon, just north of Porter Ranch. The resident reported that Bugarin was emptying the contents of a pickup truck, according to Rubin Harsoyo, a deputy city attorney who prosecuted the case.

Bugarin was still dumping the asphalt pavement when the officers arrived, authorities said.
