REPORT CARD: Despite increased enrollment, crime on Los Angeles Unified School District campuses is down by about 4%, officials reported Tuesday. And the number of students caught with guns went down, from 42 in the last half of 1995 to 25 in the same period in 1996. The news isn’t all good, though. Substance abuse for the six-month period ending Dec. 31, 1996, was up over the previous year, with marijuana the drug of choice among students.
