Gunmen Kill 21 Rwandan Hutus

Unidentified gunmen in eastern Rwanda killed 21 members of the Hutu majority, most of them children, who returned late last year from Tanzania, neighbors said Saturday.

The neighbors, who declined to be identified, said they heard screams and gunshots about midnight Thursday and in the morning found 11 dead at one house and 10 dead at another 150 yards away.

The 21 people--five adults and 16 children--had been shot to death. They were all Hutus, the majority ethnic group.

Killings, particularly in western Rwanda, have increased since the return of more than a million Hutu refugees from camps in Tanzania and Zaire in the November and December.

The Hutu refugees fled in 1994, fearing reprisals for the genocide of more than 800,000 Tutsis and moderate Hutus by Hutu troops, militias and mobs.
