School Vouchers

School vouchers are welfare entitlements for parents of children already attending private schools. That is who this program is designed for, and the constant talk that it permits poor children to attend private schools that presently only children of more affluent parents can attend (and, it is added, gives them choice and opens up the government monopoly to free-market competition) is mere rhetoric.
