Alleged Sexual Assault by Official Under Investigation

The city of Pasadena has launched an internal investigation of a female employee’s allegations that she was sexually assaulted by a top official of the Department of Water and Power, a city official said.

The investigation of Kabirr Faal, 40, DWP assistant general manager, began earlier this month and is being conducted by the city’s affirmative action office, said Rufus Hightower, general manager of the city utility. Faal, who does not work in proximity to the woman employee, remains on the job, Hightower said.

Faal called the charges “false and outrageous,” adding: “The city knows the allegations are unfounded. Someone wants to smear me and impact my career. . . . The police found these charges were unsubstantiated.”

Pasadena Police Cmdr. Mary Schander said a police investigation of the allegations began in May but police closed the case after the employee refused to be interviewed by detectives and they could not substantiate the complaint. Schander said the alleged incident occurred a few years ago.
