Oxnard Man Named to Top Civilian Post at Warfare Center

Navy officials announced Wednesday that Oxnard resident Charles Giacchi has been named executive director of the Port Hueneme division of the Naval Surface Warfare Center.

In the post as the center’s top civilian, Giacchi will oversee one of the Navy’s leading facilities for testing ship-based weapons. The Port Hueneme division employs 2,300 civilian and 120 military personnel at a fenced compound within the Seabee base.

Giacchi, 50, began working at the warfare center in 1972, and has held numerous posts. His previous positions include director of logistics and director of engineering. He has received the Navy Civilian Superior Achievement Award.

“He has basically come up the major areas of command here,” said Cmdr. Paul Benfield of the Naval Warfare Center at Port Hueneme. “He knows what the station’s about.”

Giacchi replaces Joe Cipriano, who is being transferred to work with Navy officials in the Washington area. Giacchi was traveling Wednesday and unavailable for comment.
