Utility Director to Fill In as City Administrator

The City Council has appointed utility director Joseph Hsu to serve as acting city administrator while it searches for a permanent successor to Henry Garcia, who is leaving for an Inland Empire city.

Hsu, 48, director of Azusa Light and Water Department, will begin today because Garcia will be going on vacation before starting his job as Colton city manager in January.

“I feel I have accomplished something,” said Hsu, who does not want the job on a permanent basis.

The council selected Hsu, an electrical engineer, in closed session Monday night. When Garcia leaves, Hsu’s salary will increase temporarily to the $130,000 a year Garcia earned.

Council members also decided to advertise for a permanent replacement, though some are advocating an “executive team” in which department heads would report directly to the council.
